The City of Vancouver is establishing the Vancouver Affordable Housing Endowment Fund (VAHEF) comprised of over 200 non-market housing assets with an assessed value of approximately $2 billion CDN. The majority of these assets, including land, buildings, and Air Space Parcels, are leased to non- profit and co-op housing operators. VAHEF is aimed to optimize the long term viability and effectiveness of affordable non-market housing in Vancouver through a portfolio approach in order to address Vancouver’s housing crisis.
Through Ameresco, an energy engineering firm, ISC was engaged to provide process improvement and policy development assistance to a local First Nation, a public entity serving the needs of its community members. Phase 1 included the development and adaptation of existing housing and capital asset management policies for use by the Housing team within the larger capital asset management framework. The policies were drafted to align with existing bylaws, and regulations in place from other authorities having jurisdiction. Phase 2 included work with the Housing team to map their current processes relating to capital asset management and development, including optimization and efficiency identification. This work required full engagement of the Housing Department team to specify the needs particular to their community and culture, and detailed articulation of their governance and decision-making structures.
ISC was engaged to undertake a mid-term evaluation on the Municipal Asset Management Program on behalf of the Federation of Canadian Municipalities. The program seeks to advance asset management capacity, allowing municipalities to make better informed infrastructure investment decisions. This eight year, $110million national program had recently been recapitalized, and was expected to reach some 3,000 small and rural municipalities across Canada. This evaluation looked internally, examining how FCM could improve their governance and processes to better facilitate the program in its final years.
